On Wednesday, February 18, 2009, the City of Snellville received notice from Senator Balfour's office of Senator Balfour's intent to introduce local legislation to amend Snellville's city charter. Filing the notice is a requirement of Georgia state law. The date on the notice was February 10, 2009.
So to a lot of people, it appears that Senator Balfour has already made up his mind about this issue. I emailed Senator Balfour to get his input, but I haven't received a response yet.
