I'm just back from paying for my 2009 Home Occupation Tax License. Yes, you have to have a license if you want to do a little home businesses.
I do portrait art, but even if you sell AVON or Pampered Chef, you need to have a Home Occupation Tax License. I pay $45 a year. The amount you pay depends on how much business you do (the total of your Gross Receipts).
The minimum tax is $40 a year, and the maximum tax is $30,000.
It's not just a tax payment, however. You must promise to abide by laws concerning a business in your home. The laws cover the entrance to your place of business to the number of cars that will frequent your home business. This is so your neighbors won't be bothered.

Next year, I'll definitely mail it in. The city clerk's office is at the top of the staircase in Snellville City Hall. Am I the only one around here with a problem with heights? I hate that staircase. Love how it looks though.
